News: Colorado passed a spending cap law in 1992. After widespread criticism of the measure, including from Republican Governor Bill Owens, the Colorado electorate voted Nov. 1 to suspend the spending cap for the next five years.
Ken Gordon, a Democrat and the Majority Leader of the Colorado Senate, told the committee that the spending cap severely restricted Colorado's ability to serve its citizens.
Colorado now ranks 48th in the country in funding for K-12 education programs, public-university tuition in the state increased 28 percent last year, and funding for higher education in the state decreased from 22 percent of the budget to 10 percent of the budget during the time the spending cap has been in place, Gordon said.
